Haste items

Back in the day around the time PoP came out I looked into haste and how it worked. After about 30 hours of logging info I found that the max usable haste is 96%. Even with a 150 delay weapon 96% haste would take you to 6 delay or 1 round every sec, SoE has said that the fastest any weapon can hit in the game, with the exception of a few, is 1 round per second. So i wonder why is it so many people are worried about have a haste item when Chanter haste 68% and bard haste of 30% takes you over the amount of haste you can use anyway?
