Seems Leech Touch is sharing the Harm Touch timer... These are supposed to be on separate timers.

Harm Touch and Improved Harm Touch share a timer... Leech Touch is supposed to be on its own independent timer. The Leech Touch AA description even states this.

My leech touch says "Using this ability also uses your existing HT timer".
What client are you running? It is possible they separated this in a later expansion, but in Emu it is still linked.

The official AA description is supposed to read "This ability gives you a life tap harm touch that can be used in addition to your existing harm touch ability". It's a Luclin AA ability so it's been around a very long time... Here is the Alla's info on it... Leech Touch.
Edit: You know what, it does look as though at one point, Leech Touch did share the Harm Touch timer... I found a post on Alla's dating back to '08 making a comment about being changed to separate timers.
