Another Kod'Taz Quest bug

I'm having trouble in the Crumbled Sanctuary portion of the quest. I have completed it up to the part where I need to turn in my Sewn Flesh Parchment. Tublik will not accept it from me. I give it to him and nothing happens, it just ends up back on my cursor, I don't get a flag or the next step of the quest.

I followed every step in order up until this point, excluding the Summoner's Ring which is marked optional. I have no clue why it doesn't work for me. I know Steve and I had problems with this a long time ago, but it seems like it was working for others since then.

So the sewn flesh turnin needs you to be at rank Ikky 8.
You are showing to be rank Ikky 7 atm.

The 4 Frayed Flesh scrps turnin give rank 8.
What happened when you did this?

Once you have all four (4), head back to Tublik Narwethar.
Hail him and follow along or just try saying, "Crumbling Sanctuary" for a pre-flag. Then turn in the four (4) Frayed Flesh Scrap to him.
